TOC Doesn't Scroll

I noticed this morning when using the Export Styled HTML with TOC it produces a TOC on the left that doesn’t scroll. If it doesn’t scroll how is one supposed to get to the rest of the items? Or did I miss something somewhere?

Brian, might the best option be for me to just build my own Table of Contents and then use the Styled HTML as an export? I don’t end up with a TOC that is always visible though I do end up one where the links will work and users don’t expect it to scroll when it doesn’t.
